Title: Install "Turning Vehicles Yield to Pedestrian" signs on College Avenue at Charles Street.

Recommendation
 
Engineering staff has reviewed this request and has determined that the sign being requested is not appropriate for an intersection that is not signalized.  Staff also feels that the installation of such a sign may cause confusion with drivers since, during school dismissal, temporary stop signs are deployed that say "STOP" but this sign will say YIELD which may cause driver confusion.
 
It is staff's understanding that the crossing guard has requested this type of sign to be installed for eastbound College Avenue since drivers turn right onto Charles Street when he is not near that corner and is concerned about children crossing.  Engineering staff conducted a field observation of activity during school dismissal and made recommendations to Ald. Skinner on how the crossing guard can adjust his activities.  In general, the crossing guard does a great job of organizing stopped traffic and pedestrians.  Staff recommends no action be taken on this item.
