Request that the Common Council consider adopting a Council Rule allowing a Common Council President, while presiding over a Common Council meeting in a Mayor’s absence, to be allowed to participate in discussion and vote on items in that meeting’s agenda.
(Common Council Rule 1.16: No motion to amend any Council Rule shall be made unless notice of the motion is given at the previous regular meeting.)
