Recommendation
Engineering staff has conducted a study of this intersection and request for an all-way stop. We have counted traffic and an all-way stop is not warranted by traffic volume. However, there are some vision issues with a large stone wall fence at 401 Greenwood Avenue and parked cars on the south side of Dopp Street. Field review of the site showed that the fence is in compliance and has a taper at the corner for sight distance. We also observed that parked cars on the south side of Dopp Street do block the vision of a northbound Greenwood driver to cars coming east and west.
Staff does not recommend installation of an all-way stop at this location because it is not warranted, it would unduly impact eastbound emergency vehicles that will turn north into the hospital and sight issues can be resolved with parking restrictions.
Staff recommends no action on this item and further recommends that a referral be made for the next committee meeting to consider installing No Parking on the south side of Dopp Street 70 feet east and 70 feet west of the corners of the intersection.
