Authorize the Department of Public Works to negotiate a contract with the No. 1 ranked (combination Qualification and Price) contractor for the Residential Refuse and Recycling contract. If unsuccessful, the Department is authorized to negotiate with the contractor ranked No. 2 and beyond.
