Recommendation
Referral was made by Public Works on behalf of Adams Estates Collectibles. Property owner (Adams) is requesting the City to grant him 4 parking stall along the east side of Riverfront Plaza, the back side of the Adams property. In 1996, Riverfront Plaza was updated and the parking stalls behind Adams Estates were reconstructed / improved at no cost to the property owner, as said stalls were partially on the owner’s property. An agreement was made with the property owner that two stalls were to be signed as private parking for the owner.
In 2015, the owner recorded a survey document which shows the exact location of the property line in relation to the 4 parking stalls. The owner is contending that the four stalls fall partially (greater than 50% of the stall) within his property and, therefore, the City should grant all four stalls as private parking for him.
The City contends that the original two stalls, agreed upon in 1996, will remain private parking but the owner is not entitled to any other stalls for private parking. Staff recommends denial of this request.
