Recommendation

This referral was made by Public Works and endorsed by Ald. Helgestad.  The contractor for Carroll University, Gilbane, is requesting to have a detour of N. Barstow Street on Cook Street.  The detour is needed because Gilbane will be commencing on work to demolish an old campus building and build a new one and they will need to occupy N. Barstow Street to do this work.  This same detour was set up in 2015 by Gilbane to construct the new Science building.  The detour requires removal of parking on the north side of Cook Street.  Last year this was accomplished by the Contractor covering signs and installing other signage to institute no parking.  This was approved by the City and patrolled by PD.  However, there were issues with removal of signs and vandalism of the private signing.  The police department has requested that Temporary No Parking singing be installed by City forces and per City signing standards in order to enforce and ticket for it.  It was discussed that Gilbane request the no parking zone be installed, City garage install the signing and Carroll University will pay for it.  As stated in the subject, the temporary No Parking will revert back to existing parking conditions after the construction project is done in December of 2017.   Staff recommends approval of this item.
