Consider modifying the ordinancy regarding individuals currently required to comply with the Wisconsin Sex Offender Registry Program (S.O.R.P.) restricting participation in activities within the community that promotes the enticement of children (i.e. Trick or Treat), wear costumes/masks, or anything that hides their identify.
