Recommendation

Referral was make by Ald. Rodriquez.  Residents in the area have requested and All Way stop on Arcadian Avenue at Oakland Avenue because there is speeding traffic on Arcadian Ave and no stop condition exists on Arcadian from Hartwell to Les Paul.  Engineering staff has collected traffic data at this intersection and also collected speed data on Arcadian Avenue.  The traffic data shows that an All Way stop condition can be warranted for this intersection.  However, that does not mean that one should be installed.  Engineering staff is concerned about the westbound drivers coming “down-hill” to the intersection and being able to recognize a stop condition and stop in time.  Engineering does not favor installing an All Way stop unless some additional device, such as a speed feedback sign is installed to bring down the 85th percentile speed for the westbound downhill direction.  It should be noted that this intersection is also a school crossing.
