Title: Please allow St. Marks Church to deploy two temporary handicap parking signs on the west side of Hyde Park Avenue approximately 100 feet south of John Street. Said temporary handicap signs will be deployed on Sundays only and be the responsibility of St. Marks Church to fund, maintain and remove when not used.

Recommendation

This item was brought forward by Ald. Corey Payne on behalf of St. Marks Church.  St. Marks Church has two posted handicap stalls on Hyde Park in front of the church.  During Sunday services, there are more handicap spots needed.  The Church is requesting to use the remaining frontage along Hyde Park to designate as two temporary handicap parking stalls.  As staff understands it, the church will own the signs and deploy them on a temporary base and would remove the temporary signs after services.  Engineering staff has reviewed this item in the field and we do not believe there is enough room to have two fully functioning temporary handicap stalls.  There is only enough room for one stall.  If the committee chooses to approve this item, then it would only be for one stall.  Department staff does not recommend approval of this item due to the fact that it is public right of way and, when designated as a handicap parking stall temporarily, it does not meet the standards of a handicap stall and would require another curb ramp from the street to the sidewalk.
