Recommendation
This item was brought forward by Ald. Eric Payne. A business nearby Lot 13 at corner of St. Paul & Madison has expressed concern that patron parking in Lot 13 have gotten tickets at or shortly after 2:00 am. Since this business has patrons and staff that stay as late as 3:00 am, they would like to have the time change, at this lot only, to No Parking 3:00 am to 5:00 am on weekend Fridays and Saturday nights only. Just to be clear, it would be 3:00-5:00am Saturday morning and 3:00-5:00am Sunday morning. The Department of Public Works does not approve of changing the overnight parking time and recommends no action be taken on this item. The Downtown Parking Adhoc Committee has established the No Parking time of 2:00 am to 5:00 am to a uniform throughout the City. If the committee feels that this item should be acted on, it would require a change to the City parking ordinance. Chapter 7.04 (b, c) indicates that there will be No Parking in the downtown Central Business District area from 2:00 am to 5:00 am. Municipal Lot 13 falls within the downtown Central Business District.
