Review and possible action on the installation of guardrail in front of 524  
Madison Street.

Brandon Schwenn, City Engineer, presented this item. He stated that the Engineers  
recommend not installing a guardrail at this location for the safety of the driver and could  
look at other options such as adding more chevrons or concrete bollards. Ald. Payne  
spoke in favor of a guardrail and is concerned of drunk drivers hitting pedestrians and  
residents who aren't protected. 35 incidents at this location in 5 years. City Engineer  
Schwenn stated the option of concrete bollards is less expensive or staff could go back  
to the drawing board for other options. Ald. Payne brought up resident Chris  
Messing-Palm, 625 Madison St., and she spoke in favor of a guardrail and that  
something needed to be done.  
A motion was made by Ald. Eric Payne, seconded by Ald. Joe Pieper, that the  
installation of a guardrail in front of 524 Madison Street be recommended for  
Council Consent. The motion carried by the following vote:

Review and possible action on the Contract with Compost Crusaders to  
compost residential food waste in 2026.

Emma Hastings, Interim Solid Waste and Recycling Manager presented this item.  
Approximately 20 residents use the composting on a regular basis at the Drop Off Center  
The question is should the City offer this service to the residents at no cost? Member  
Reilly stated he personally composts for his garden but this isn't really a green initiative.  
He suggest reaching out to Park Rec for them to do at local parks. He also thinks  
promoting home composting is more effective. Ald. Pieper suggested putting out a  
questionnaire with different options.  
A motion was made by Ald. Joe Pieper, seconded by Member Kevin Reilly, that  
the Contract with Compost Crusaders to compost residential food waste at the  
Drop Off Center in 2026 be approved. The motion carried by the following vote:
