3. Approval of Minutes  
ID#25-01702 July 14, 2025 Minutes  
The minutes from the July 14, 2025 meeting were passed by unanimous consent.  
4. Licenses  
ID#25-01703 Review and possible action of the Invited Applications.  
The application for invited bartender Carter Bell was held for the next O&L Meeting on  
8/11/2025.  
The application for invited bartender Gregory Kasprzak did not appear, will receive a  
second invite to appear at the next O&L Meeting on 8/11/2025.  
ID#25-01704 Review and possible action on the applications of various establishments  
A motion was made by Ald. Halvensleben, seconded by Ald. Manion, to approve  
the Secondhand Dealer Application for Metropolitan Antiques & Gifts and the  
"Class B" Beer & Liquor License for Peter's Pub LLC. The motion carried by the  
following vote:  
4 - Paul Wuteska, Alicia Halvensleben, Daniel Manion and Steve Van Trieste

1 - Dean D. Lemke  
Absent:  
A motion was made by Ald. Halvensleben, seconded by Ald. Manion, to approve  
Mia's Sidewalk Cafe contingent upon the applicant providing updated insurance  
to include the City as an additional insurer on the liability policy. The motion  
carried by the following vote:

5. Discussion and Recommendation  
Consider proposal to make City Attorney an appointed rather than elected  
position, make recommendation to Common Council.
